Provider Contracting
During the Request for Proposal (RFP) Process, Mystic Valley Elder Services invites proposals from Homemaker/Personal Care and Non-Homemaker entities who wish to contract for the provision certain home care services (listed below). Proposals will be evaluated based on the quality of proposal, past performance, financial and technical resources, ability to meet service needs in MVES catchment area, cost, and agency need. Minority Business Enterprises (MBEs) and Women Business Enterprises (WBEs), are encouraged to apply.
Section I.
Existing providers only, please follow the steps below.

- Read Bidders Notice
- Complete NOI Online Application (Homemaker Agencies only. If already completed, continue to next step.)
- Review all Elder Affairs Documents
- Complete Administrative Overview with required attachments (see Section II, policies, licenses, resumes, organizational charts, training schedules, etc.)
- Complete all Service Specific Administrative Overviews for services bidding on (see Section III.).
- Complete the Rate Sheet for MVES for all services bidding on. (Only choose services from the list on the Bidders Notice.)
- Complete the Geographic Areas Served Sheet
- Review Mystic Valley Elder Services Insurance Requirements for Homemaker Agencies or Non-Homemaker Agencies and provide proof of insurance. Click Here to view insurance requirements by provider type (non-homemaker only).
- Fill out W-9
- Review MVES Policy On Subcontracting
- Read EVV Notice and Mass.Gov updates regarding Electronic Visit Verification (EVV)
- Review MVES Standards of Service
- Existing providers only may email proposals to proposals@mves.org by 5 p.m. on November 1, 2024.

PLEASE NOTE:
If a contract is awarded, additional documents for the MassHealth Frail Elder Waiver will need to be completed unless the Provider is able to provide evidence of an approval (letter from MassHealth).

Important Note About Rates
MVES has standardized rates for Homemaker, Personal Care, Home Health Aide and Companion services, that are reviewed regularly. Rate negotiation is not part of MVES procurement process.
